Department of the Artibonite, Department of the North, Department of the North-East (Cibao), Department of the West, Department of the South, Department of the South-East (Ozama). Named as one of the six departments in Title I of the draft bases of the Constitution.

Title I concerned the territory of the Republic, which was divided into six departments, namely: the departments of the South, the West, the Artibonite, the North, Cibao or North-East, and Ozama or South-East. Title II related to Haitians: All individuals born in Haiti and descended from an African or an Indian were Haitians, as were all those born in a foreign country of a Haitian man and a Haitian woman.
