Les Cayes. Threatened by the insurgents of Praslin on the night of 27 January.

“When I learned that a rising in arms had been made at Praslin, and that the enemy was going to attempt, on the night of 27 January, to seize the town of Les Cayes, I put myself on the defensive. The next day I received a letter from General Hérard, who asked me for an interview and proposed that I come to terms with him. I sent back his messenger (safe and sound), and promised to answer him; but, as the answer was to be in the negative, I thought better of it afterward and judged it wiser to keep silent. This letter came alone, and did not accompany the manifesto. I sent a copy of it to the President of Haiti.
