Cotuí, Lamatte, Moca, Puerto Plata, Samaná, Santiago, La Vega. Assigned to the province of Cibao, by the Council of State’s territorial law

The Council of State, continuing its labors, passed a law on 25 February by which it was ordered that the President’s seal should be affixed to the laws until the seal of the State had been made. The same day it passed a law on the division of the territory, which took in even the South, the West and the part of the East that were not subject to its authority; in short, the whole island. Under this law, the territory of the State of Haiti contained, in its integrity, the island of Haiti and the small islands dependent on it: Samaná, La Tortue, La Gonâve, L’Île-à-Vache, the Cayemites, La Saona and the other adjacent islands. The territory was divided into five provinces: the province of the North, that of the West, that of the South, that of Cibao and that of the Ozama. The province of the North comprised the parishes of the Môle, Bombarde, Jean-Rabel, Port-de-Paix, La Tortue, Petit-Saint-Louis, Le Borgne, Port-Margot, Le Limbé, Plaisance, La Marmelade, L’Acul, the Plaine-du-Nord, La Petite-Anse, Le Cap, Quartier-Morin, Limonade, Le Dondon, Saint-Raphaël, La Grande-Rivière, Sainte-Suzanne, Le Trou, Terrier-Rouge, Vallière, Fort-Liberté, Ouanaminthe, Laxavon, Monte Cristi and the Isabeliques. The province of the West contained the parishes of Les Gonaïves, Le Gros-Morne, Terre-Neuve, Ennery, Saint-Michel, Hinche, Banica, Lascahobas, Le Mirebalais, La Petite-Rivière, Les Verrettes, Saint-Marc, the Arcahaie, the Croix-des-Bouquets, Port-au-Prince, Léogane, Petit-Goâve and Grand-Goâve, Jacmel, Marigot and Baynet. The province of the South comprised Aquin, Saint-Louis, Cavaillon, Les Cayes, Torbeck, Port-Salut, Les Côteaux, Tiburon, Saint-Louis de Miragoâne, L’Anse-à-Veau, Le Petit-Trou, Le Corail, Jérémie, Les Abricots and Cap Dame-Marie. The province of Cibao contained the parishes of Santiago, Puerto Plata, La Vega, Cotuí, Samaná, Moca and Lamatte. The province of the Ozama was formed of the parishes of Savana-la-Mar, Higüey, El Seibo, Bayaguana, Monte Plata, Boyá, San Lorenzo, Santo Domingo including San Carlos, Santa Rosa, San Gregorio de los Ingenios, Baní, Azua and San Juan de la Maguana. The parishes kept their former extent and their former boundaries. Each province was divided into two arrondissements.
