Port-au-Prince. The Constituent Assembly opens in the parish church; seventy-four deputies found instead of fifty-six

On 18 December the deputies met in the parish church. The verification of credentials was carried out under the chairmanship of César Télémaque, the eldest member, deputy of Le Cap. It was found that seventy-four deputies had been named, instead of fifty-six, the figure fixed by the number of parishes of the State of Hayti. The representatives of the North and the Artibonite reserved the right to protest against this illegality. The bureau had been set up at the east end of the church, against the rail of the high altar. It was decided that there would be no tribune and that each deputy would speak from his place.
