Le Cap. The Gazette politique et commerciale d’Haïti resumes publication

On 25 October he ordered that vagrants be arrested and compelled to work on the plantations of the State. By the same ordinance, block commissioners, a kind of police commissioner, were instituted in every town. They were specially charged with taking the census of the population, which then amounted, as we have already seen, to 825,000 souls. It was at this time that thought was given to continuing the publication of the Cap gazette, which had ceased to appear since the evacuation of the French. The first number of this sheet was issued to the public on 15 November 1804, under the title Gazette politique et commerciale d’Haïti. The Emperor’s decrees and ordinances were published in it.
