The governor published an act in which he exhorted the Black people and men of color of Haiti who had taken refuge in the United States of America to return to their new country, there to enjoy the political advantages they found nowhere else. He promised the American captains who frequented our ports forty piastres for the passage of every Black man or man of color they brought back to him. He conceived the idea of increasing the Haitian population by having 500,000 Africans transplanted among us, who would have found happiness and liberty here. But the slender resources of the new State did not allow him to carry out this gigantic project.
