Sir, I have received the letter which Your Excellency did me the honor of writing to inform me of the arrival at the Cap of the French forces under your command, and I am flattered by the confidence with which Your Excellency honors me in making known to me the state of those forces and their destination. This information agrees perfectly with what I have received from His Majesty’s ministers, who at the same time transmit to me the orders of the King, my master, to treat the French nation with every possible regard.
