Le Cap. Toussaint approves the Constitution of 1801 at Cap-Français

Given at Cap-Français, 14 messidor, Year 9 of the French Republic, one and indivisible. The General-in-Chief: Signed: Toussaint Louverture. Under the date of 15 germinal, Year 1, the Captain-General Rochambeau, Governor of Saint-Domingue, wrote the following letter to the adjutant-commandant Ramel: “I send you, my dear commandant, a detachment of 150 men of the National Guard of Le Cap. It is followed by 28 bulldogs. These reinforcements will enable you to bring your operations entirely to an end. I must not leave you unaware that no ration and no expense for the feeding of these dogs will be allowed to your account; *you are to give them Negroes to eat. “I greet you affectionately. “Signed, Donatien Rochambeau.”
