Santiago de Cuba. García and the Cantabria regiment leave for it

Ill-intentioned persons never ceased to spread the most alarming rumors among the Spaniards. It was said in the countryside that he had granted his troops four hours of pillage in Santo Domingo, and that as soon as he left that town his soldiers were to commit upon the Spaniards the same murders that had been committed upon the French at Fort-Dauphin in 1794. To dispel the people’s fears, he published on 8 February (19 Pluviôse, Year 9) that all citizens without distinction were under the protection of the Republic, and that henceforth he would permit no one to leave the colony except the president, Don Joaquín García, and the European regiment of Cantabria. And indeed, some fifteen days later (22 February), the former governor and that fine corps left for Santiago de Cuba.
