Dondon. Roume held prisoner there.

Having crushed in the French part all who stood in the way of his ambition, he resolved to seize the Spanish part. Before taking the field he wished to secure the person of the agent Roume, who still obstinately refused to authorize taking possession of the Spanish colony. He claimed that Roume was swayed by intriguers who were enemies of France. On 5 Frimaire (26 November), after having him violently arrested, he put two carriages at his disposal and ordered General Moyse to conduct him under escort to the Dondon, with orders to hold him prisoner there until he should be recalled by the French government. This act of violence against the representative of France caused no stir in the colony, which, since the embarkation of Hédouville and the fall of Rigaud, was dominated by the power of Toussaint Louverture. Toussaint was set against Roume not only because he would not authorize him to take possession of the Spanish part, but also because he had refused to declare that all those who came into the colony with passports from one Pothier, special receiver of the duties of the Republic at Santiago de Cuba, would be driven out of it.
