Santo Domingo. Hédouville lands there and is welcomed by Roume.

Matters stood thus when General Hédouville landed at Santo Domingo on 21 April. He was accompanied only by a guard of honor. He received from the agent Roume and from the Spanish authorities a welcome full of dignity. From there he went overland to the Cap, where he was likewise received with the greatest distinction. He had landed at Santo Domingo only because he feared some snare of Toussaint Louverture, whose deep dissimulation had been revealed to him by the conduct Toussaint had observed toward the former civil commissioner Sonthonax. He had come to replace the commissioner Julien Raymond, whom he refused to receive, knowing that he had helped Toussaint in his designs against Sonthonax. The general-in-chief showed himself much displeased at this, for Hédouville, in seeking to humiliate Julien Raymond, who had attached himself to his party, was condemning Toussaint’s conduct. Yet after the departure of Sonthonax, having discovered some leaning toward independence in Raymond, Toussaint had urged him to go and sit in the legislative body; the former civil commissioner was on the point of leaving for France.
