LETTER from the Minister to the Administrators, concerning 1°. a nègre killed by mistake in a hunt for Black marrons. 2°. The Administration of the Caisse Municipale, and 3°. the Ministerial Letters

Haitian

I HAVE placed before the King, Sirs, the Resolution of the Conseil of the Cap that M. le Brasseur sent me on the ; June last, concerning the man named Achille, enslaved person of the Butler heirs, killed by mistake in a hunt for Black marrons, and whose reimbursement M. de Sartine had ordered from the fund for the executed, at the rate of 2,500 liv. His Majesty has decided that, the common safety, which is the object of these hunts, having been the cause of the death of this nègre, the damage that resulted from it ought to be made good from the common funds intended to provide for that same safety, and that the Regulations of the Conseil of the Cap which fix at 1,200 liv. the reimbursement for nègres executed or killed while marrons were not applicable to the case at issue. Indeed, the nègre marron and the one accused of crime must be considered as having each lost some of their value, the one through marronage, which leaves the property of the enslaver uncertain, and the other through his bad inclinations, which make him dangerous.
