Leclerc promulgated a new rural code that bound the cultivator to his former plantation.

Haitian

After the embarkation of L’Ouverture, General Leclerc proceeded to the reestablishment of the old regime: military government was decreed. This system placed the whole colony under the dependence of the captain general. A new rural code was promulgated on 10 messidor (29 June). As under Toussaint, the cultivator was forced to return to his former plantation, that of the enslaver whose enslaved person he had been: this was to fashion him anew to the yoke; he could marry only a woman of the same plantation, unless exempted by the captain general: this was to aggravate the law of Toussaint. By this same law, notaries were forbidden to pass the sale of less than fifty *carreaux* of land: this was to maintain the proletariat, until something better should come (1).
