Leclerc issued from Cap the proclamation that Saint-Rémy analyzes line by line.
“Headquarters at Cap, 28 vendémiaire, Year XI (20 October 1802).
“The commander-in-chief, captain-general, to the residents of Saint-Domingue.
“An unheard-of act of treachery has been committed: cowards loaded with the government’s favors have abandoned their posts to join the rebels; they have dared to attack the capital of the colony, and they had already reckoned up the plunder they were to carry off and the victims they were to sacrifice.
“They have been deceived in their criminal hopes. All the citizens have become soldiers; they have united with the brave men of the army of Saint-Domingue, and the rebels have been driven back with heavy loss.
“In these circumstances, so as not to endanger the position of the colony, I have ordered the army to assemble in the principal towns, and the hospitals and the powder to be removed to points where they may be sheltered from every affront. I have ordered all the citizens faithful to France to be admitted into the towns where the army is assembling; it is there that we shall await the troops announced to us from France, who will serve us to reconquer the colony and to punish the traitors and the rebels.
