Law on the premium for refined sugar
Haitian
An average of 1 million pounds of raw sugar is exported each year. One hundred net pounds of this raw sugar exported give the right, in compensation, to a return of 70 pounds of refined sugar, which pays on import a fixed duty of 3 centimes per pound, plus 50 per cent and 33 1/3 per cent additional, wharfage and weighing dues, which amounts to a premium of more than 4 gourdes per 100 pounds of raw sugar exported (Law of 27 September 1881).
Rouzier tells this under the entry HAÏTI: Tables.
