Hippolyte and Ulysses Heureaux meet at Thomazeau to sign a convention
Haitian
On 3 February 1890 the president of Haiti, General Hippolyte, and the president of the Dominican Republic, Ulysses Heureaux, met at Thomazeau, where they had arranged to meet in order to sign a convention that remained without effect, the Dominican president having claimed afterwards that he had no power to sign it without the authorization of Congress.
Rouzier tells this under the entry THOMAZEAU.
