EXTRACT from the Letter of the Minister to M. DUCASSE, concerning the nègres brought to France, and the freedom to be given to the mulâtres

Haitian

I have reported to the King on the Memorandum you sent me concerning the nègres. His Majesty orders me to explain to you that all those who are brought from the Islands to France by their enslavers shall be free, according to the Laws and the Usage of the Kingdom, and may not be compelled or forced to return there; and as for those who, having been brought to France, are brought back to the Islands to be sold there, he does not wish you to allow it, nor that they lose the freedom they have once acquired; I am informing the Marquis d’Amblimont of this so that he may conform to it, and at the same time I am communicating to him what you propose for the mulâtres *, and I will await his opinion before proposing to the King to derogate from the Regulation of 1685, which was not issued before this question had been examined thoroughly.

Registered at the Conseil of Petit-Goave on 16 June 1698.
