Dessalines promulgated the imperial constitution drafted by Chanlatte.
Haitian
No one even thought of giving this bastard work a certain date, or of feigning the place where it ought to have been drafted. It takes its age only from the promulgation that the Emperor made of it, on the 20th of May. But at last the legislative career had been entered upon; Chanlatte, as a reward for his zeal, was named secretary general to the Emperor, thus eclipsing Boisrond, his rival (2). The new secretary hastened to draft a military penal Code. A labor worthy of a Dracon (3), this Code completed the bestowal upon a mere mortal of what belongs to God alone, the power of good and evil.
