DECREE of the Conseil du Cap, which puts a price on the Head of the nègre named NOËL belonging to BAROCHIN

Haitian

ON this day Monsieur de Vincent, Lieutenant de Roi in this City, informed the Court of the disturbances and brigandage carried on in the Part of Fort-Dauphin by the man named Noël, enslaved nègre of the man named Barochin, who has gathered a considerable number of enslaved people around him, notably several drivers of different work gangs, and has succeeded in frightening the people of color so much that they no longer dare to appear before him; he said that he did not believe, from the reports given to him of that Part, that there was any other means of arresting this wretch than by offering a lure of money or of freedom to those who would be employed; that he intends to ask Messieurs the Commandant-Général and Intendant to be so good as to guarantee some sum to whoever arrests him.
