DECREE of the Conseil du Cap, providing that a white girl shall be removed from the home of her mulâtre Guardian
Haitian
UPON what was represented by the Procureur-Général du Roi, that he has been informed that Barthélemi Loppes, mulâtre, Guardian of the Minors Dubreuil, for lack of capacity, and through too great a trust in some persons of his Quarter who advise him, neglects the interests of this Guardianship, and lends the monies to these same persons who deceive him, and this without any security, and without making them yield profit, as he is obliged to do; which tends to the ruin of the said Minors and to his own, of which he is not aware, keeping no record or statement of the said Guardianship, in which he relies blindly on these persons, who seek only their own interests to his prejudice.
