DECREE of the Conseil du Cap, concerning stray nègres

Haitian

HAVING SEEN by the Conseil the Petition of Maître Noel Camusat, Greffier and Notaire of the Jurisdiction of the Cap, stating that on his arrival he found a Custom that had been introduced regarding the nègres who are brought to the Guardhouse, which is prejudicial to him, as he is obliged to advance his own money, and sometimes runs the risk, as has happened, of losing it, and as there is now a Receveur of fines and deposits to whom this charge belongs, for these reasons he requests, etc. the written conclusions of the Procureur-Général du Roi, THE CONSEIL orders that, for the advances that must be made for the marrons who are taken to prison, they shall be made by the Receveur of fines; and in case the said nègres die in prison, or escape without making their enslavers known, the said advances made by the said Receveur shall be taken from the Public.
