DECREE of the Conseil d’Etat, which orders the Seizure of the movable property, including the Enslaved, belonging to Receveurs who are in arrears, their Sureties and Certifiers, for the Duties collected in…
THE KING having been informed that several Receveurs of the different duties collected for the profit of His Majesty in His island of Saint-Domingue have found themselves, upon the closing of their accounts, in arrears for rather considerable sums, which they have used to buy plantations on their own account and for their other private affairs, His Majesty had given orders for the recovery of their deficit; but His Majesty being further informed that, on the pretext of the provisions of article XLVIII of the Edict of March 1685, concerning the Enslaved of the Islands of America, which provides that the Enslaved actually working on plantations cannot be seized, except for what is owed on the price of their purchase, or unless the plantation on which they work is seized in real execution, the said accountants abuse the facilities that were given them for the payment of the said deficits.
