Decree of 28 March in favor of the freedmen
Haitian
In 1790, the hommes de couleur of the Cayes, on learning of the revolt of Ogé and Chavannes at Dondon and at the Grande-Rivière du Nord, had taken up arms on the habitation Prou, to the number of 500, demanding the enforcement of the decree of 28 March in favor of the affranchis. They placed at their head several of their own: Rigaud, Guillaume, Bleck, Remary, Faubert, J. Boury, Hyacinthe and N. Rollin.
Rouzier tells this under the entry PROU.
