Aristide accepts the international peace plan; the opposition refuses it

With Gonaives, Hinche and Cap-Haitien already in rebel hands, a delegation from CARICOM, the OAS, the European Union, the United States, Canada and France put a settlement to Jean-Bertrand Aristide. He would keep the presidency until his term ended in 2006, but a new prime minister and cabinet would be named by a council of sages drawn from across Haitian society. Aristide accepted every condition. The Democratic Convergence and the Group of 184 rejected it outright: nothing short of his resignation. Eight days later he was on a plane to Bangui.
