A new {{civil commission|the commission of civil commissioners sent by the French government to govern Saint-Domingue}} arrived on 22 floréal (11 May): this commission was composed of Messieurs Giraud, Leblanc, Raymond, Sonthonax and Roume. Desfourneaux, named general of division, no one knows in recompense for what signal services, and Chanlatte and Besse, made generals of brigade (2) for having defended the Convention in vendémiaire under the orders of General Bonaparte, reappeared at the same period. The new commission was sent by the executive Directoire: since 4 brumaire, Year V (25 October 1796), the Convention had resigned its powers to a new political organization.
