A council appointed under occupation elects Louis Borno president

On 10 April 1922 the Conseil d’Etat, a body created by the 1918 constitution written under American occupation, elected Louis Borno president as Sudre Dartiguenave’s term ran out. No Haitian voter took part. Borno was sworn in on 15 May and governed until 1930. Historians have called him the Americans’ trusted man and a zealous collaborator; he ruled without a legislature and was re-elected by the same council on 12 April 1926.
