799-Dec.-01: A detailed list was compiled of General Toussaint Louverture’s naval forces, documenting the “black navy” that had begun to dominate the coastal waters of Hispaniola. The inventory included dozens of armed barges, schooners, and captured privateers manned by crews of former slaves. International observers noted that these forces were capable of intercepting merchant shipping and conducting amphibious raids on neighboring islands. The existence of this fleet challenged the European monopoly on maritime violence in the Caribbean. This document provided tangible evidence of the Haitian Revolution’s expansion into a significant naval power.
