659–1664: (French Consolidation and the Origin of Saint-Domingue): Following decades of shifting control between European powers, Seigneur Jérémie Deschamps established French domain over Tortuga in 1659 under the commission of Louis XIV. This moment marked the beginning of 130 years of French rule over Western Hispaniola, which transitioned from a “clod of earth” into the “mother of flourishing colonies” known as Saint-Domingue.
