659–1664: (French Consolidation and the Origin of Saint-Domingue): Following decades of shifting control between European powers, Seigneur Jérémie Deschamps established French domain over Tortuga in 1659 under the commission of Louis XIV. This moment marked the beginning of 130 years of French rule over Western Hispaniola, which transitioned from a “clod of earth” into the “mother of flourishing colonies” known as Saint-Domingue. To formalize this extractive project, Minister Jean-Baptiste Colbert chartered the French West India Company in March 1664 to consolidate colonial trade. The decolonized view identifies this as the institutionalization of a monopoly system designed to replace the erratic freedom of the buccaneers with structured imperial exploitation. This period solidified the administrative framework that would eventually govern the most profitable slave colony in the world.
