Between 1921 and 1943, eight thousand new houses were built in the city with a total of 15,000 recorded dwellings. Between 1931 and 1949, the city population rose from 125,000 to over 142,208 in the geographic distance of 6.7 square miles. Located across from the National Stadium south of Champs de Mars, the Foyer had an open invitation for women from across the city to make their way through the old city and the legislative plaza to gather together as working women — the Foyer’s address was itself a statement: across from the stadium where the nation performed its masculinity, the LFAS built a room where women performed their own becoming.
