1891-April-29: Rear Admiral Walker, supporting Gherardi’s stance, reported that the situation in Haiti was “ripening for a revolution” or a sudden change in administration. He suggested that the continued presence of the fleet was necessary to ensure that “both the Môle and our commercial advantages” were saved. The American strategy had shifted from diplomatic persuasion to an overt hope that the internal instability of the Hyppolite government, exacerbated by naval pressure, would finally force the cession of the strategic harbor.
