1889-January-03: Minister McLane met with Goblet, the French Minister of Foreign Affairs, to discuss rumors that France might establish a protectorate over Haiti. Goblet provided partial assurances but also noted the precarious situation of the French Panama Canal Company. Logan’s analysis suggests that Secretary Bayard was actually more alarmed by the prospect of the French government taking over the building of the Panama Canal than he was by the danger of a protectorate in Haiti, viewing the two issues as strategically linked through the Monroe Doctrine.
