1887-February-24: Undersecretary of State Julian Pauncefote assured American Minister Edward J. Phelps in London that Great Britain had no intention of seizing the Island of La Tortue (Tortuga). While Pauncefote admitted that the British government was frustrated by Haiti’s failure to settle the Maunder claim and other financial obligations, he stated “emphatically” that Captain Hill, the British agent sent to Port-au-Prince, was not instructed to take possession of any territory.
