1885-March-19: Minister Morton reported on his conversation with Jules Ferry, the French Minister of Foreign Affairs, regarding the Monroe Doctrine. Ferry reportedly “laughed at the idea” of France coming into conflict with the United States over Haiti. He assured Morton that the rumors of France seeking a naval base or territorial cession in Haiti were entirely unfounded. While Ferry maintained a polite demeanor, his reaction suggested a European skepticism toward the “liberality and wisdom” of American regional hegemony.
