1885-April-15: American diplomat Vignaud attempted to lecture French official Billot on the history of the Monroe Doctrine, claiming it was originated to establish the political supremacy of the United States over America. Billot remained unimpressed, criticizing the doctrine as a policy that “tends to maintain the nations of the world apart instead of bringing them closer.” Despite this philosophical disagreement, he reiterated that France would not provide an occasion for the doctrine’s application in Haiti at that time.
