1883-October-09: The U.S. government intensified its enforcement of neutrality laws following the conviction of Captain Rand of the Tropic for embarking Haitian insurgents at Inagua. Shortly thereafter, the Collector of Customs in New York was ordered to detain the vessel Azelda and Laura on suspicion of being “armed and equipped in aid of the Haytian insurgents.” These actions demonstrated the U.S. government’s commitment to preventing its ports from being used as staging grounds for Caribbean revolutions, regardless of which faction they supported.
