1869-October-25: Secretary of State Hamilton Fish continued his quiet support for the Salnave government by coordinating the transfer of military supplies. At a cabinet meeting, Fish showed General Sherman a “list of Arms asked for by Hayti.” Since some items were not immediately available in the War Department, General Babcock was tasked with examining the list and returning it to Fish so the request could be fulfilled. This level of logistical support reflected the Grant administration’s desire to keep the pro-American Salnave in power.
