1869-February-01: Secretary of State William H. Seward, in a final attempt to bolster the expansionist cause before leaving office, forwarded to Congressman Nathaniel P. Banks an offer of Haitian territory from the rebel leader General Domingue. While Seward’s broader schemes for Caribbean expansion had largely failed—with the exceptions of Alaska and the Midway Islands—this move was intended to provide “ammunition” for future legislative efforts. The offer underscored how Haitian internal strife continued to be leveraged by American officials seeking strategic footholds in the West Indies.
