1864-May-01: The Haitian government officially invoked the “Monroe system” (Monroe Doctrine) in its diplomatic correspondence, arguing that European interference in the Dominican Republic threatened the “American policy” of the entire region. The Haitian version of this plea emphasized that a Spanish victory would break the political unity of the American nations. By explicitly aligning its security with the Monroe Doctrine, Haiti sought to compel the United States to fulfill its role as a protector of Western Hemisphere independence, even as the U.S. was distracted by its own Civil War.
