1853-November-17: Secretary of State William L. Marcy replied to B. C. Clark, a prominent advocate for the recognition of Haiti, acknowledging receipt of a memorial signed by numerous supporters of the cause. Despite the formal courtesy of the reply, it was understood by Clark and other advocates that Marcy—a Democrat sympathetic to Southern interests—had no intention of moving toward recognition. The political climate under the Pierce administration remained firmly closed to any diplomatic status for the “black republic,” as the administration prioritized the concerns of Southern slaveholders over the commercial petitions of Northern merchants.
