1851-June-01: Despite Walsh’s personal failures, he had successfully communicated the American government’s opposition to any plan that would force the Dominican Republic to pay a share of the heavy 150-million-franc indemnity Haiti owed to France. Walsh informed European colleagues that the United States would not consent to the Dominicans being deprived of their territory or financial independence to satisfy French planters. This stance created a temporary alignment between the U.S. and the Dominican Republic, though it further alienated the Haitian government, which viewed the Dominican territory as an integral part of their “indivisible” empire.
