1851-July-07: The tension between the tripartite mediators was further complicated by the activities of individuals like B.E. Green and the former American agent Simonise, who was acting as an intermediary for Emperor Faustin Soulouque. Ussher warned the British government that President Báez of the Dominican Republic fortunately had “too much judgment” to listen to American proposals for colonization. This period highlighted a major rift in the “Rivals in Imperialism”: while the U.S. officially cooperated with Britain and France to stabilize the island, its agents on the ground were suspected of actively plotting to bring the Dominican Republic under American control.
