1850-May-08: In a separate diplomatic note, Green refused to join his British and French colleagues in a joint protest against the renewal of hostilities between Haiti and the Dominican Republic. Instead, he underscored the link between Haiti’s inability to pay American financial claims and the excessive costs of its repeated military expeditions against the Dominicans. Green warned the Haitian government that the United States would not “view with indifference” any further “warlike or predatory” incursions into Dominican territory. This stance positioned the U.S. as a protector of Dominican stability primarily to ensure the settlement of its own citizens’ debts.
