1847-January-15: Lieutenant William E. Hunt was ordered to visit the “Island of Hayti” to observe internal disturbances and determine if American warships were necessary to protect the lives and property of U.S. citizens. His instructions directed him to visit the Dominican Republic first to assess its stability and potential for recognition before proceeding to Cap Haitien. Hunt was tasked with inquiring into the “disposition of the authorities” toward American commerce and emphasizing that the United States would protect its citizens’ lawful trade during internal conflicts.
