1825-July-08: Negotiations between the French envoy and the Haitian government were finalized, officially ending Haiti’s status as a rebellious colony in the eyes of France. Despite this breakthrough, France did not initially send a full minister to Port-au-Prince, opting instead to send only a consul general, signaling a continued lack of full diplomatic parity. For the United States, this French recognition removed the primary legal excuse for withholding its own recognition (the claim of French sovereignty). However, the “spectre” of racial equality and the fear of domestic slave revolts remained more powerful than legal precedents, and the U.S. continued its policy of diplomatic avoidance.
