1824-February-01: In response to the persistent American refusal to recognize Haitian independence, Haitian intellectuals and media continued to challenge the U.S. definition of “civilization.” The Propagateur questioned whether the United States considered the Haitian government less stable than the newly formed South American republics. These critiques pointed to the central irony of American foreign policy: the U.S. championed liberty and independence against European monarchs while systematically marginalizing the one nation that had successfully overthrown both European colonial rule and the institution of slavery. This period solidified Haiti’s status as an “outcast” in the eyes of the U.S. State Department.
