1817-Mar.-12: Spanish naval commander of the brig Perignon submitted papers from the bay of Santo Domingo regarding the “continued revolutionary influence” emanating from the Republic of Haiti. He reported that Haitian vessels were frequently seen assisting Latin American independence movements led by figures such as Simón Bolívar. The commander warned that Haiti had become a “sanctuary and shipyard” for republicanism in the Caribbean. These documents provided evidence of the secondary phase of Haitian influence, where the state actively supported the dismantling of the Spanish Empire. This report illustrated how the legacy of the 1791 uprising continued to shape the geopolitical destiny of the Americas decades later.
