1816 (The Scrupulous Exercise of Justice): The Royal Gazette highlighted that the laws were being regularly executed throughout the kingdom, with magistrates fulfilling their duties with “scrupulous exactness.” The King asserted that the people were daily acquiring a better knowledge of their rights and duties, resulting in an “excellent” public spirit. He argued that this growing civic awareness made it impossible for foreign enemies to deceive the Haytian people regarding their true interests. The narrative emphasized that Hayti had successfully transitioned from a state of revolutionary chaos to one of legal order and social maturity.
