1816 (The Progress of Population and Public Spirit): The King reported that the population of the kingdom was increasing “by degrees,” which he cited as a “sure guarantee” of the happiness found in the different classes of society. He described the public spirit as “excellent,” noting that the people had become “impossible to deceive” regarding their true interests. This social stability was credited to the scrupulous exercise of justice and the regular execution of the laws, which allowed every citizen to understand their “rights and duties.” The narrative aimed to show that under the King’s rule, Hayti had achieved a level of domestic harmony that was superior to many contemporary European states.
