1816-Nov.-20: George Pinckard’s Notes on the West Indies was republished, offering a retrospective look at the military and social chaos of the 1790s. Pinckard, a British medical officer, detailed the devastating toll that yellow fever and black resistance had taken on the British occupation forces in Saint-Domingue. He observed that the “spirit of independence” among the black troops was a force that traditional European military tactics could not overcome. The work emphasized that the revolution had permanently altered the power balance in the Caribbean. This memoir provides a critical medical and military perspective on the failure of European intervention in Haiti.
