1816 (Financial Accountability): The Colonial Prefect was charged with the “direction and accountability” of all colonial expenses, including the salaries of both civil and military personnel. He was required to produce an annual budget and account of expenses to be reviewed by the French government. No funds could be moved or taxes levied without his signature and the explicit approval of the Captain-General. This financial structure illustrates the total economic control exerted by France prior to the “Rise, Progress, and Present State” of the Haytian Kingdom. Sanders included these archives to demonstrate how the Haytian people moved from being subjects of a budget to masters of their own economy.
